On my system UM22.04.2 with 7.0.5 I have this. Clicking on Plugin and Content Manager yields error when I disconnect my hotspot on right and brings up a list of available plugins when on.
In preferences I think you could try unchecking as in image
I did not come across as I use only custom library and Eeschema as a powerful and excellent drawing program and am amazed by the skills of others using it for it’s intended purpose.

I installed KiCad through Winget, and it installed the same, 7.0.5 version. I am on a fresh Win11 install. Likewise, I also had this issue where KiCad kept asking for participation and updates.
After starting KiCad as administrator once, it didn’t ask me again afterwards, even if I launch KiCad normally.

From that behaviour, it seems like there is an issue with a configuration file creation.
