Why drill hole is not aligned?

I try more then 3times but it keep not aliegend

gerberfile made by PADS 9.5 and i opened iton gerber viewer 7.0.

This does not seem to be a KiCad problem. You need to ask in a PADS forum. Unless you show it’s a KiCad related issue, this thread will get closed.

I noticed same problem in altium viewer. I think you have my anwser.

can i fix that problem in kicad?

We don’t know what you have in mind by “fix that problem”. Are you going to migrate your project to KiCad or what? Start a new thread explaining what it is you want to do with your project with KiCad.
