Which IC dimensions are X and Y?

In KLC IC package naming conventions it provides a guide to the format for naming IC packages, e.g. [PKG]-[Pin count]-[EP Qty]EP_[X]x[Y]x[Z]_P[Pitch]_[Modifiers]_[Options]. How to differentiate which of the dimensions given on the data sheet are X and Y?

The footprints are always placed such that pin 1 is at the top left corner. (Or nearest to it if the pin is not at a corner.)

From that you know the zero orientation of the footprint. Dimensions are given with regard to this zero orientation.

For ICs this typically means that the x direction is the width of the body and y direction the lengths. (This is not true in general!)
