It seems the only way to change from “Free angle” to “90 & 45 deg.” is to use the Free angle mode in Route > Interactive Router Settings > Highlight Collisions.
The button (highlighted above), the hotkey, and Preferences > PCB Editor > Editing Options > Constrain Actions don’t work.

That switch (icon + hotkey) influences only the drawing of graphic items (lines, rectangles), not the routing behaviour.
