Vias question in reference to board design

Hello all just to clarifiy,a via is basically a little tunnel that connects the too layer of the pcb and burrows to the bottom layer in case for instantce if the smd compounet is on the positive layer on top and needs to burrow to the bottom layer pcb to be routed to the ground side,correct?

I think correct.
But try to be more precise. You speak only about top and bottom layer I think.
What is positive layer and ground side we can only suppose that these are not extra 2 inner layers.
In 4 layer PCB the inner 2 layers often are ground and VCC (+ other supply voltages).
