Using plugins (QRcode) in 5.1.7-1 Windows

I recently installed KiCAD on a new Windows 10 PC. I downloaded the latest official build available (64 bit).

Everything works great, minus the plugins. I wanted to create a QRcode, and I see I have the kicad_qrcode.py file under C:\Program Files\KiCad\bin\scripting\plugins. But I see no plugins in Pcbnew, under Tools, External Plugins, even after hitting refresh multiple times. I tried searching past community posts, but nothing helped. HEre are my build details

For what is worth, I have Python 3 installed on this machine, but I see that if I execute the Scripting Console, I can see that one is using Python 2.7.18.

What am I doing wrong?
