There are out there few threds posted by people being unable to unlock locked elements. All of the threads I found are closed [locked] by now, so I post here what worked for me.
Open .kicad_pcb file in text editor (worked for me with Notepad++ and with LibreOffice but any aditor should work) and erase “locked” (I did Ctrl+h locked replace all with nothing). (Backuping you file before editing is wisely advised by many posters).
you can also just enable selecting locked elements and then unlock them. No need to use an external editor

Please post your Operating System and Kicad version.
Find them by opening Kicad, go to Help > About Kicad then at top LH corner is a box “Copy Version Info”.
Click on that and paste directly into a post on this forum.
