Hi, can I achieve that the slot on the edge gets trough plated?

You’ll need to Ignore DRC violations and/or create a Rule.
And, will need to Ensure vendor can do it and understands what you want (suggest Notes on Drawing and in Purchase Order).
There are other ways to do this, too… I used a Rounded Rectangle shape for the THT.
You can place THT’s on top of them to get the Holes shown in your post…

It’s difficult to say from the image how the board has been cut. It’s possible that it has been a whole hole and pad but the board has just been cut by some means and only a part of the original pad/hole has been left.
