Strange CP_Radial footprint with two sets of pads

Could someone please have a look at this footprint in the v8 library: CP_Radial_D10.0mm_P2.50mm_P5.00mm and tell me why that pads are like this:

There are others in the library with two pitches.

Is this one of those Frankenstein footprints meant to accommodate two pin pitches?

A clue that this is dual pitch for 2.5 and 5.0 mm.

Such “universal” footprints are also used for situations there is no tight control of production parameters. Elektor for example has used similar footprints for 50+ years for the (bare) PCB’s they sell, or printed in their old magazines for home etching. This is especially useful for electrolytics. They are available in many sizes, and because they are always big, board area under the capacitor is usually not prime real estate either.
