File > Board Setup > Click the “Layers” item in the menu.
If you’re like me you assumed it was just a description of the items that it contains, BUT it’s a menu item itself. 
Yes, pretty soon after the first 5.1 release it was noticed as a usability problem. In 5.99 (later v6) the top level items aren’t pages.
