Selecting silkscreen though pads?

I have a tightly packed board, and so after routing I need to move the reference designators on the silkscreen layer so they’re not on top of each other. Unfortunately, by default a lot of the reference designators end up exactly on top of components, and become unselectable:

For example, I spent several minutes and clicked every bit of the “R28” designator and could not find even a single pixel that selects the R28 instead of the footprints around it. Even hiding all layers but the silkscreen layer does not help, it still only selects the pads and not the text since they’re precisely aligned. Is there some keyboard shortcut or something else I can do to make the pads not take precedence over the silkscreen?

I am running a 5.99 development build: Version: (5.99.0-11526-gd613292b67).

Enable HighContrast mode. This will only allow interaction on the selected layer but permits viewing the other layers

Use the selection filter. Select only “Text”.
