Has anyone created library symbols for Rockchip RK3128 or RK3229 microprocessors?
No, but do you have a datasheet for it?
As this is a very large part (lots of pins) it might be a good idea to look into tools like KiPart that can generate symbols from csv data.
Even if somebody has a symbol for this part, you will need to check it for correctness.
