Question about Schematic icon (assign PCB footprints to schematic symbols)

Hi,
I clicked this icon, but It shows me annotating menu.
is this right? or bug?
this icon is on the top side of Eeschema.

This is because the assign footprints tool needs the annotation to be made before it can run. The devs therefore have two options. Either print an error message that the annotation is not done or directly prompt the annotation tool. In this case they chose the route of prompting the annotation tool.
