Question about DXF import

So I wanted to carefully bring in DXFs of my old board layout files into Edge Cuts layer so I wouldn’t have to redo them since some of them are fairly complex. I did already “get schooled on” using LibreCAD to upgrade the file format to “modern” DXF formats and it works great. The only puzzle for me is the import step, I guess the “interactive placement” works OK but I’d like to just have the files come in fairly close to drawing center but most importantly “on grid” because I tend to like to work in mils (and because the old file was integer mils I have to use a scale of .001). Trouble is when I use noninteractive placement, whether I set the Y offset to a positive or negative number the image comes out above the nominal origin and therefore outside the board limits (the page format rectangle). I guess I can figure out how to move it to where it needs to be but maybe I just don’t understand what those parameters are for or how they are to be used, but I’m wondering can you explain what’s going on and is it a bug?
