When I try to access RF tools plugin, any plugin for that matter:
I get this error.

Are you using a version of KiCad that the plugin you are trying to use is compatible with ?
What version of KiCad are you using ? can you copy & paste the version info from KiCad please ?
“Error loading PCB” means you are trying to load a plugin using File->Open in the PCB editor. That’s only for loading PCB layout files. You want Tools->External Plugins for PCB action plugins, and the wizards such as the FPC wizard you are trying to open are accessible in the footprint editor.
