Placing a microvia

Whilst some of you are talking about doing fancy things with micro vias (µVias) I am struggling placing any microvia at all. When I try to place one I get the warning message below and the via is not placed. Problem is I have searched everywhere and cannot find the “design settings” where I am supposed to enable microvias,

Kicad manual says this should be enabled in “Global Design Rules” but I cannot find that either.

Any help will be appreciated. I’m using version 5.1.2-1.

Pcbnew->File->Board Setup->Design Rules
