My preference would be in preferences, too.
View | Grid Settings…
Look a bit further up. This was the answer to the information about where to find grid settings.
I am not so sure if preferences would be the right place to be honest. After all the grid is a visual aid not some preference. Also all grid settings are in the view menu and i doubt all of them make sense in preferences.

In my opinion it is the same subject as “Place Footprints Automatically” being in Place menu.
I think View /Place menus are a sets of simple operations. To not confuse users where to look for what, may be it would be the best if they both just be a copies of left and right toolbars.
Grid settings is the most complicated operation in View menu - I would expect it in Preferences as Autoplace I would expect in Tools.
Maybe: RMB (on empty space) -> Grid -> Add to the bottom of the list: “Edit user grid…”
In short: make it same as in Grid drop-down that eelik posted.
Honestly, I spent 15 mins trying to find where to set it because I always used RMB -> Grid…
Maybe even it would be nice to have a customizable list of grid sizes.
Just like predefines for tracks and vias.
And since all those drop-downs are in the same line on the screen
Really, who needs all of the grid sizes?
mils: 100 50 10 5 - for parts placement and fine-tuning.
mm: 10 5 2,5 - great for outlines, cuts, cutouts, keepouts etc

I have thought about this for a long time. It’s not so simple.
It’s not only a visual aid; it also affects editing. And think about colors - they are in preferences even though they are only visual. And even more Grid Options in Display Options. They don’t affect editing - they change grid settings - yet they are in Preferences. That’s not logical if grid settings which actually affect editing are in the View menu.
Since ‘always’ I am working with grid set to 5 mils. We have defined all our footprints with CrtYd in 5 mils grid so working with 5 mils allows to put them one next to another. Sometimes I was switching to grid 1mils.
All others were not needed for me. Now I am designing KiCad footprints with CrtYd in 0.1mm grid so I will be working mainly with grid 0.1mm (never bigger, sometimes smaller).

Actually, when you create footprints experienced layout folks set the user grid to the grid defined by the component footprint. For example, if the grid is for a 10 pin component with X spacing of 6.12 mm and Y spacing is 1.634mm then as you drop the pad down they automatically fall on the proper spacing. So user grid setting is absolutely necessary when the dimensions get weird.
