I need to have my PCB made in a such way that all copper, including pads and tracks, to be tin/solder plated. If I exclude the solder mask file from the Gerber file set that to be sent to a PCB house, will I get the PCB as I expected?

That is not a good idea. You might end up with a board totally covered in solder mask.
The safest way is to add a filled zone on the mask layer, covering the whole board.

You just need tell your factory that you do not need soldermask for this board.
