I seems to have the usual issue with parts directories when a new ver appears, now with V9, cannot appear to combine everything?
i.e. all parts files
Has the location changed?

What are “parts directories”?
You mention parts directories and parts files, which?

I loaded ver9 and I cannot seem to find/load my saved libraries now?
I seem to recall an issue with lib when adding new version?
If they are personal libraries you need to tell V9 where they are, add them . . . .
Both library tables can also be accessed from the Project Manager.
Just to add to Raptor’s post:
Left click the “+” icon at the bottom left of the above screen grab that can be found in Preferences > Manage Symbol/Footprint Libraries.
Left click the newly opened “Library Path” empty rectangle.
Left click the Folder symbol at the RH end of this empty rectangle.
Find your Personal library using the newly opened window and double Left click.
Fill in the Nickname.
Repeat for each library. Libraries must be moved individually.
