Page Layout Editor Error

Just began using 5.1.9. When I attempt use the Page Layout Editor for a new schematic, I receive the following error box:
Kicad Error Execution of command ‘C:/Program Files/KiCad/bin/pl_editor.exe’ failed (error 5: access is denied.)
There for I cannot access the title block to enter information. Otherwise I can use the schematic drawing capabilities. Any ideas how to address this?

What happens if you execute that command directy from a terminal window?
Maybe something got mixed up with file permissions.

You realise that this is for designing new worksheet borders, not for starting a new schematic?

Thank you. I first thought it was Title Box entry. Problem has gone away as I do not require border changes.
