Below is what you get when editing a symbol.
Properties panel on the left, Properties window in the centre.
When you select the 3 books at the RH end of the Footprint Value (where red arrow points), you will then get the Footprint Chooser window on the screen. See under Symbol Properties window.

The issues shown in this thread by OP showcase the two windows that KiCad has, the “Footprint Chooser” and the “Footprint Browser”.
You can find that window here:
The footprint browser I believe is deprecated in favor of the footprint chooser that can actually search everything.
