It says no pattern except the same circuit. It means no copper except a trace to the same pad. The connector pin height above the board is very close and might touch. If there is a net not going to that pad you then have a short.

Isnt there soldermask covering traces?
Soldermask is typically around 0.5 mil thick over copper, do you want to rely on that as an insulator?
Besides, the area indicated is immediately below the part of the pin that moves each time you insert or remove the connector. It wouldn’t take many insertions to wear away the soldermask, If you want a board that works reliably then keep other nets out of those areas.
