New windows pause/stutter during drawing

On my Windows 11 PC running 9.0.3, if I try to open a new window such as properties of an item, settings, etc. the initial drawing process of the new window seems to hang for several seconds. Then suddenly it completes and everything returns to normal. Performance is otherwise excellent once the initial window creation process completes.

Opening the same project on an old Windows 10 PC running 9.0.3 has no issues. I tried reformatting and reinstalling Windows 11, but even on a completely new install the problem persists.

I occasionally will get a corrupted window drawn for a moment, then a pause, and then a successful write over it. During this time the system will take even longer to finish drawing the window, so I suspected some kind of Windows software or driver issue, but the reinstall and then updating to latest Intel iGPU drivers did not help.

Any ideas for troubleshooting this?
