New library format for Kicad

Hello,
I did recently a contribution to kicad-library and it has been written to me that there is a new library format under development. I searched around in the pages, but I was not able to find anything, evidently it escaped to my attention.
Where can I find some information about this topic?

The new library format is very far in the future. It will most likely not be included in version 5.

I could not find it somewhere in the documentation. But i found it as an attachment on the mailing list:
