Net-tie to connect multiple ground planes

I want a split ground plane in one of the middle layers (in a 4-layer PCB). However, because the net-tie comes as a footprint, then the software treats it like a physical component in the sense that it only allows me to place it top or bottom; not in the ground-plane layer.

Any workaround? I know I can place vias, but I think this is not a good solution (from the physical/electronics point of view). Or maybe it is? Maybe the point at which we join the ground planes is supposed to be quiet and “flow-less” (i.e., no net current flow from either ground plane to the other one?)
