I have downloaded Kicad 5.0 and need help understanding how to move part of an existing track to another layer.

Automatic vias, no. You have to select the Via tool in the right hand toolbar and put some vias on top of the track. Then select the track segment between them, open Properties from the context menu and change the layer.
When laying out the track, hit v to insert a via and start routing on another copper layer.
The via tool can also place them, usually for stitching floods together.
You can change the layer that a trace has been drawn on by selecting the trace and Using e to open its edit dialog.
