Missing hole - Footprint

Hello.
I want to open footprints in KiCad, but some files seem to have missing hole, like this one :

, the hole 15 is missing. But I am sure that the file is reliable. What could be the issue ?

Where did the file come from? There is some ‘pro-mini’ stuff in the Kicad templates that look nothing like that but they are expansion boards.

And please give your KiCad version, OS etc
Different KiCad versions and platforms do have bundled library variations
