Make a large circle

I am now working in PCB mode. I want to instruct the builder (OSH Park) to mill a large 15mm diameter un-plated hole on the PCB. Do I simply draw a circle and put it in the Edge Cuts layer?

I haven’t used OSH Park but from what I hear they are pretty good to communicate with so you should probably ask them. There are also layers specifically for users notes. It wouldn’t hurt to use those. I see no problem with your assumptions but checking with the people doing the board is the way to go.
