Lib/csv Converter

Dear All,

I’m new to KiCad. Now I try to create new component library.
For convenience of QFP creation, I wrote simple lib/csv converter program to edit values on spreadsheet.
(It works on Windows XP or later only, sorry. Also I tested it on KiCad BZR5528.)
