I want to draw the pad in the photo. However, a pad is placed over the VIA.How can I create the pad in a crescent shape by trimming it around the VIA?
Try numbering both pads the same number
In the footprint editor, instead of a second pad, place a graphic item (rectangle) of the same shape overlapping the existing pad. Then select the throughhole pad and press Control (or Command) E to enter pad editing mode and again to exit it. The pad should now include all the copper from the graphic item.
