I frequently export SVG from kicad for use in other software.
I know that I can plot as SVG but I use this for output to PCB fab and set different options for layers and preferred to use export SVG workflow.

I don’t know if the removing of File–>Export–>Export SVG was intentional.
But for your usecase: using plot dialog with different settings for different purposes I would recommedn to look at the new jobset feature.
This allows to define different SVG/Gerber/… output jobs and then run them as you like.
It’s also possible to copy the jobsets from one to the next project, so you will always have the same plot settings.
Same issue. Export as SVG is missing from KiCad 9 I use it to export the solder paste layer as SVG, which then goes to my laser cutter.
Thanks, I am able to use jobsets to maintain similar functionality as before to fit my workflow.
