I noticed this minor UI bug in the text editing dialog box:
Click on the text tool.
The dialog box opens.
Click on the layer drop-down. As the mouse is dragged down the list, each layer will highlight in turn.
When the mouse passes the B. Paste layer, the highlight stops working, but if the mouse is released on a layer farther down the list, that layer is correctly selected, even though it never highlighted.

I can not reproduce this on Linux Mint. For me it works as expected.
I can replicate, same KiCad version and same OS version. If you make a Gitlab issue for this (KiCad > About KiCad > Report Bug), please link it here and I’ll definitely give it a “thumbs up”.

I’ll confirm @paulvdh 's findings. Also use Mint.
I also attempted to use the scroll wheel to select a layer. This does not work correctly. Encountered sluggish movement, hesitations and random stoppages. However, I do not know if the scroll wheel is supposed to be used for this type of selection.
