I cannot find the bitmap to image converter in this newer version of KiCAD 
Bitmaps can not be converted to images, because a bitmap already is an image 
KiCad does have an Image Converter but it is in the project manager, and you can use it to convert a bitmap to schematic symbols or PCB footprints.
You can also directly import an Image with: PCB Editor / Place / Add Image.
