Special pad is easy to build in older Kicad. This is 5.14.
But how I can build this in Kicad 5.99?
In Kicad 5.99 this is not possible. Maybe now in new version this need any special plugin?
Select a normal pad and open the context menu -> Edit Pas as Graphic Shapes. Then add overlapping graphics on that pad. You see instruction in the upper infobar: Press Ctrl+E to go to the normal mode, or use the context menu -> Finish Pad Edit.

Note that the new system is layer sensitive. So add shapes that are on the same copper layer(s) as the pad.
