I think that’s something you need to discuss with the fabricator.
If there’s no way to do it natively in Kicad, I will add my own notes. Other tools I have used put this information in the drill table, so I thought maybe there was a way to do this in Kicad as well.
The attached image above is a drill table from a design done in Altium.
I add my own notes. For tolerances, I just use boilerplate text in my fab notes. Kicad can help with generating a drill drawing but it’s a bit manual. You can generate a drill dwg in gerber format, then use Kicad gerber viewer to export that gerber to a PCBnew file, the copy/paste from that new pcb file into your target. V9s table function could make it look more like your Altium example.
