On the edge cuts layer draw your board outline and then simply draw a circle inside your outline on the same layer for your hole.
You can check in the 3dViewer to see if it is doing what you want.
Or a square or rectangle or whatever else.
Use the graphics tools on the RHS,
If you want mounting holes, there is an assortment in the “MountingHole” Footprints Libraries.

Also consider drawing your board outline and cutout using FreeCAD and importing into the KiCad edge cuts layer.
Then you can dimension and constrain properly.
Remember that inside cut out have to have radiused corners - they are routed out during the PCB manufacture
