Is there a way that when I create a schematic symbol, I can permanently assign a footprint to it so that whenever I use that schematic symbol, the associated footprint is automatically assigned to it?

Yes.
symbol editor → open the desired symbol → File–>symbol properties. Then fill in the desired FP into the footprint field. Save symbol, insert symbol into schematics.
Additionally to the desired footprint you should also set the footprint filters (same dialog) for that symbol.
