How to force a connection between pads in a footprint?

I have to use test connectors that have two pins that electrically are connected. I have created a footprint that is just two pads (1 & 2). Whenever I have the board reviewed people complain that pin 2 is floating despite my explanation that electricaly they are. They say it is “bad practice” but they wont let me change it to a single pin test point!

I have tried to connect them with a short trace but routing wont let me.

What is the best way to show that the pins are common on the layout ??
Is there a better way to achive this ??
