You have not really clarified your requirement, So i’ll take a guess you are after a long pad with a plated hole?
If that is the case you can make them in the footprint editor, offseting the hole in a pad.

That makes it a lot easier for us to understand what you actually want.
My guess is that you want a footprint where each pad is a combination of an SMD pad and a through hole pad.
If this is what you want, then make sure both pads have the same pin number.
They are simply oval plated through hole pads.
Have a look at any tht connector footprint in the official library. Example: This phoenix MC connector footprint
Those are normal through hole pads.
Very much the same as for old fashioned resistors, capacitors, and DIP IC’s.
But if you want to use them for the 0.1" headers with sqare pins you will need a big bigger hole diameter.
The rectangular form with the 2 half circles is called “oval”.
