Those indicate clearance. There are several places to indicate what you want depending on your needs.

In that small snippet of your layout, the pads look OK to me.
Those outlines are visual cues, showing you where you can locate other copper features (pads, zones, traces, etc) without violating your current set of DRC rules. I find them rather useful when I’m looking at a layout and planning where to put traces, etc. Since DRC rules can be set on a pad-by-pad basis, as well as for an individual footprint, and for individual nets, the outlines show me what is “legal” at any point on the board, without forcing me to remember it all.
