Hi can anyone tell me if kicad 5.1.3 will be launched and will it support more options for Rigid-Flex PCB and also to support circular tracks for PCB Transformers

Sorry, 5.1.3 is just a large set of bug fixes. The features that you want require the new file structures being developed for V6
I too want to design some flexi boards

What options do you want to see? I know of three:

• Curved tracks (see https://bugs.launchpad.net/kicad/+bug/1577958 and duplicates, and https://github.com/KiCad/kicad-source-mirror/blob/master/Documentation/development/road-map-r6.md / Curved Trace Support)
• Teardrops (see https://bugs.launchpad.net/kicad/+bug/593972 and https://github.com/KiCad/kicad-source-mirror/blob/master/Documentation/development/road-map-r6.md / Track Refining)
• Hatched copper pours (already exists in pre-6 nightly builds)
