hello,am using kicad7.08 version,how to create netlist from schematic and pac layout
If you want to create the layout after drawing the schematic you don’t need to explicitly create the netlist. You just use Tools > Update board from schematic. But you have to assign all footprints first.

And one more thing, in my design am using TH Components, if am placing top side, it not showing the TH pads in another layer.so i can’t see the exact layer in layout section
If you want the netlist for some other reason, you will find it under Export.
TH footprints have pads on both sides. Such pads are coloured orange IIRC in the default colour scheme, not different colours on each side. You can view the bottom of the board by flipping the view.

here i am able to see TH in top side but i can’t see in bottom layer. Now am disable the top layer footprint ,my idea is want to see the individual layer but i need to TH pads on both sides
If you use View > Flip Board View it will display the back. And it will look the same, except mirror reversed, because as I explained, by default TH pads are already on both copper layers.
In fact all Cu layers for > 2 Cu layer board, as this view of a TH pad shows.

no no, don’t mistake me. please check once, what i shared image,
I don’t know how netlist should look like so I generated one for my pcb and got file having at beginning something like at your image. Then after that introduction (in my case shorter) I see netlist definitions.
Do your netlist have only that introduction so you show it to show us that it is not netlist.
To understand your post (with that netlist image) I need to know:
