one simple question, i add one global label (**OUT0**) to schematic, when i run
the drc, i suppose there will be a error---- There can’t be just one global label. it must has at least two label . i remember this is a error in kicad 5.X. so does kicad5.99 remove this drc for global label check?

In KiCad-nightly V5.99 you can also modify the way each type of ERC violation is handled via Eeschema / File / Schematic Setup / Electrical Rules / Violation Severity
Note the scrollbar on the right. there are almost twice as much ERC violation types as shown on the screenshot.
And on top of that, you can also exclude specific violations and suppress them from cluttering the other messages by right clicking on them:
