When I set the custom track widths in Setup…Design Rules…Global Design Rules, and enter them manually, and then press the OK button,
are these new design rules applied to all projects, or just to this one specific project?
yes, they applies for particular project. however, you can import them to other project in “board setup” -> “import settings” menu

I don’t see those menu options in kicad 5.0.1. Where exactly
should I be looking?
