This looks like UTF-8 being processed by a program set to a different charset. â or  pop up often in such situations. Have a look at a similar question in stackoverflow. I think you need to have a stern talk with Excel. :wink:

To import a CSV file into Excel, go to the Data tab, click From Text/CSV (or From File > From Text/CSV in some versions), select your file, and click Import.

You can select a charset there.
