Footprint wizards are missing both nightly and stable

I hereby certify that I am not simply asking someone else to design a footprint for me.

As like the title wizards are missing. I’m using Windows 11 with KiCAD stable and nighly. I looked at KiCad\6.99\share\kicad\scripting\plugins and KiCad\6.0\share\kicad\scripting\plugins both of them have the wizard scripts but cannot be detected in KiCAD. At message bar there is no output at search paths. I tried to reinstall KiCAD but it doesn’t works.

There is currently a weird bug in KiCad. The Footprint Wizards in the footprint editor only work if the PCB editor is also opened. This has already been posted on gitlab a few months ago.
