What is the gold thin contour around the pads?

That is the indicator for the pad or net clearance.

It is just a visual aid to show what DRC will enforce.

Clearance indicator shows where the nearest cooper is allowed to be and not where the next clearance indicator is allowed to be so they can touch.

DRC = ladybird in top toolbar.
