KLC is somewhat ambiguous on this, but is the EP size in the footprint name intended to convey the size of the pad on the board (which makes sense logically) or the pad on the IC itself. The two aren’t necessarily the same (e.g. https://www.diodes.com/assets/Package-Files/ZL32.pdf).
