I am making a flex circuit with no components other than connectors. I need three and only three layers - top dielectric, interior copper layer, bottom dielectric. This is going to a custom fab shop that is requesting these layers and only these layers. I can’t seem to figure out how to set this up in the Board Setup window. I’m going to try to workaround with user layers, but it seems like I should be able to set up a custom stackup however I want.

How do you plan on drawing it? If it’s not a “derived” layer (i.e. - one based on a copper layer, like solder mask), then you might as well just use the top copper layer and two user layers, and just rename them when you submit the files.
