From your screenshots it looks like it’s in two different places. In the Tools menu, and in the Preferences menu.
For me it’s only in the Tools menu (and a big button with text in the “list” of other main programs.
It’s not in the Preferences menu:
Could it be language related?
What happens if you set your language to English?
No it is in the first picture and should be moved after adjustment.
The images are missing for language! See image.
We removed all the images as they were blatantly wrong. Languages are not tied to specific countries in many cases. Not to mention we now added “Latin American Spanish” which means, good luck picking a flag

Why would Preferences menu be more suitable than Tools menu?
Because in German the extras have been translated as “tools” and the “extension and content management” is a matter of settings.
